2014年第十五屆廣島國際動畫電影節報名資訊

1. Administration:
This Festival is administered, under the endorsement of Association
Internationale du Film d'Animation / International Animated Film
Association( ASIFA), in accordance with its regulations by the Organizing
Committee, which is a non-profit organization consisting of the City of
Hiroshima, the Hiroshima City of the Future Foundation, ASIFA-Japan and
other bodies specifically related to this Festival.

2. Official Languages:
The official languages of the Festival shall be Japanese and English.

3. Qualification for Entries:
The following are the qualifications required for entry works in the Festival:
(1) Entry works shall be made "frame by frame", including computer
graphics animation.
(2) Entries shall be either film or videotape.
1)Films shall be presented in 16mm or 35mm format and use an
optical soundtrack system. Films should also have a 3m leader.
2)Videotapes shall be on HDCAM-NTSC or Digital Betacam-NTSC
format. Videotapes shall start with a color-bar for 1 minute and 5
seconds black.
(3) Running time shall be within 30 minutes.
(4) Works shall be those that have been completed after April 1, 2012.
(5) Copyrighted characters, scripts, music, etc., cannot be used in the
works without the copyright owner's agreement. Failure to obtain such
agreement will result in the works being disqualified from competition.
(6) Each film or videotape shall contain one work only.
(7) Works which have already been awarded prizes at other festivals are
eligible. In this case, a listing of all awards and prizes received must be
fully indicated on the entry form.


4. Entry Procedures:
(1) Entry forms must be filled out and sent together with films/videos to the
Festival Office. Two stills of each work, preferably 13×18cm( 5×7in.),
two photographs of the director, preferably 5×5cm( 2×2in.), must be
enclosed.
(2) For works with narration or dialogue, a script must be enclosed. If any
narration or dialogue is spoken in a language other than the official
languages of the Festival, an English translation must be attached to the
script. It is desired that the films or videotapes have English or Japanese
subtitles.
(3) One entry form is required for each work.
(4) No entry fee is required.
(5) Entry forms may be photocopies. Entry Forms can be downloaded from
our official web site (http://hiroanim.org/).
(6) Works shall be sent as follows:
1)Films( 16mm or 35mm)
a) Each 16mm film containing one work shall be wound around
a standard reel. Each 35mm film containing one work shall be
wound around a core. The film shall be headed with the title of
the work clearly printed on the leader.
b) Each film shall be sent in a canister inside an adequate shipping
container.
2)Videotape(s HDCAM-NTSC or Digital Betacam-NTSC)
a) Each cassette shall contain only one work.
b) Each cassette shall have the title clearly written on it.
c) Each cassette shall be sent in an adequate shipping container.
(7)For the selection purpose only, VHS( standard VHS only,
either PAL or NTSC) or DVD-Video(regionⅡ, NTSC, audio
2 track) is acceptable.※Data-DVD is not acceptable. Each
VHS or DVD-Video shall contain only one work If your work . is
selected for competition, the festival screening format shall arrive at the
Festival Office by July 10, 2014.
(8) The container shall be clearly identified with the required information.
Please use the shipping label supplied by the Festival Office for your
convenience. A copy of the label is acceptable.
(9) All films/videotapes will be sent at the sender's risk. Any works sent
collect on delivery will be refused.
(10) Entry forms and films/videos should reach the Festival Office during the
following dates:
  February 1 - April 1, 2014

5. Insurance of Entry Works:
(1) The Organizing Committee will insure the safety of films and cassettes
from the time of delivery to the Festival Office until the time of delivery
to the return address indicated on the entry form.
(2) In case of loss or damage to a film or videotape, the obligation of the
Organizing Committee is limited to compensating the entrant only to the
extent of the cost of making a new print or a videotape copy.

6. Selection and Competition:
(1) The Organizing Committee will select the members of the International
Selection Committee and the International Jury in accordance with
ASIFA regulations. Their names shall be announced in the Festival
Bulletin.
(2) The selection will take place beginning May 9, 2014.
(3) The official competition will be from August 21 to 25, 2014.
(4)The decisions of the International Selection Committee and the
International Jury will be considered final, and no questions regarding
the decisions will be accepted.

7. Festival Prizes and Cash Awards:
(1) The official prizes are:
Grand Prize    1  ¥1,000,000
Hiroshima Prize    1  ¥1,000,000
Debut Prize    1   ¥500,000
Renzo Kinoshita Prize 1   ¥300,000
Special International Jury Prize(s)
Special Prize(s)
(2) The Organizing Committee also welcomes certain organizations wishing
to present its own special prizes and cash awards.

8. Screening:
(1) It will be the responsibility of the International Selection Committee
to select works for the competition program. The final selection will
be based on the time available for the screenings, as specified by the
Organizing Committee.
(2) It will be the International Jury's responsibility to decide the program
format of prize-winning entries to be shown at the closing session of the
Festival, based on the time available for this screening, which shall be
specified by the Organizing Committee.

9. Promotional Use of Works:
Unless otherwise indicated on the entry form, the entrant grants the
Organizing Committee the right to use part of the entry( up to 10% of the
running time, within 3 minutes) or related materials for publicity purposes of
the Hiroshima Animation Festival.

10. Return of Works:
The Organizing Committee will start returning works to the address indicated
on the entry form within two weeks after the Festival has ended.

11. Matters Not Mentioned in the Regulations:
Matters not mentioned in these regulations will be decided by the Organizing
Committee.

12. Acceptance of the Regulations:
By submitting the entry form for the Festival, the entrant accepts the terms of
the present regulations as stated in this documents.
